RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF COLUMBIA, MISSISSIPPI, DECLARING NECESSARY THE GRADING, SURFACING AND PAVING OF LYN-CREST AVENUE FROM GILL STREET NORTHWARD TO GOLDEN ACRES, AND OF PEARL-STREET FROM SOUTH HIGH SCHOOL AVENUE WEST-WARD TO SOUTH MAIN STREET, ALL WITHIN THE CITY OF COLUMBIA, MISSISSIPPI, AND FIXING A DATE FOR THE HEARING OF OBJECTIONS THERETO. BE IT' RESOLVED by the Mayor and Board of Aldermen of the City of Columbia, Mississippi: 1 SECTION proceeding under the Constitution and Laws of the State of Mississippi, including Chapter 495 of the General Laws of Mississippi of 1950, and all other laws applicable thereto, the Mavor and Board of Aldermen of the City of Columbia, Mississippi, do hereby declare 'necessary the grading, surfacing and paving of that portion of Lynerest Avenue from its intersection' with Gill Street, northward to the south boundary line of Golden Acres, and of that portion of Pearl Street from its intersection with South High School Avenue westward to its intersection with South Main Street, all within the City of Columbia; Mississippi, in accordance with plans and specifications therefor, setting forth the improvements to be made and the materials to be used, now on file in the office of the City Clerk of the City of Colum bia, Mississippi, which plans" and specifications are hereby adopted and- approved by said Mayor and Board of Aldermen of said City for said improvements. SECTION That the nature of the work to be done is the grading, surfacing and paving of the avenue and street herein above designated, and the character of the material to be used for such garding, surfacing and paving Js gravel, clay-gravel, bituminous materials and asphalt, and for more specific information as to the nature of the work to be done and the materials to be used reference is mad to the plans and specifications therefor on file, as aforesaid. SECTION III: That the making of said special improvements, requires an unusual outlay and cost, and that the whole of the cost and expense thereof should be and shall be assessed agains the property abutting upon said improvements, according to the frontage thereof and in the manner provided therefor by law.

In ascertaining the cost and expense of said improvements the following shall be included: actual engineering and inspeciton costs properly charge able to any improvement, all costs for the issuance of any bonds to provide funds for the construction of said improvements, and interest accrued while an improvements is or has been-completed and for six months thereafter; and. when the improvement is or has been complet ed said Mayor and Board of Aldermen of said City shall ascertain and determine the cost of the improvement and declare the same by resolution. SECTION IV: That a lien shall be fixed on each abutting lot or parcel of land improved and benefitted for the payment of the assessment against it for making said improvements. The Mayor and Board of Aldermen of said City may borrow money and issue negotiable notes, bonds or other obligations, to raise funds to pay for said improvements as provided by law. SECTION That the Mayor and Board of Aldermen of said City will meet at the City Hall in said City on Tuesday, December 7th, 1954, at the hour of 7:00 o'clock p.m., being the regular time and place fixed by law for meetings by said board, to hear any objections or remonstrances to said improvements that may be made; which objections or remonstrances may be in writing or in person or by attorney; and the City Clerk of said City is hereby directed to cause this resolution to be published in The Columbian Progress, a public and legal newspaper published in and having a general circulation in the City of Columbia, Mississippi, once each week for three successive publications, commencing November 11, 1954, in order to furnish notice to all interested persons of the contents of this resolution and the date fixed hereby when said Mayor and Board of Aldermen of said City shall meet to hear objections and remonstrances that may be made to said improvements.

SECTION VI: That for good cause shown, this resolution shall take effect from and after the date of its passage. The foregoing resolution was first reduced to writing, then read and considered by sections, and upon proper motion duly seconded voted upon as a whole by "Aye" and "Nay" vote, as follows: Those voting Frank A. Brumfield, 50, brother of Mrs. Tom H. Watts, were held from Wright and Ferguson Funeral Home in Jackson at three o'clock Monday afternoon with the Rev. A. B.

Cav-anaugh of Gretna, La. and the Rev. O. H. Scott conducting the rites.

Interment was Cedarlawn cemetery in Jackson. Pallbearers were Page Trewalla, Parker Durham. John G. Hand, Otho T. Scott and Dexter Barr.

Mr. Brumfield died unexpectedly Saturday morning, October 30, in Gretna, La. "He was a native of Tylertown, son of the late Dr. and Mrs. George Albert Brumfield, prominent residents of that area.

He was a well-known funeral director in Mississippi and Louisiana and for the past ten years had resided in Bogalusa, La; He recently went to Gretna where he was employed by a funeral home. He was a member of the Methodist Church. Surviving are his wife, Mrs. Doris Johns Brumfield; two daughters, Mrs. P.

N. Clark of Pineville, La. and Mrs. W. T.

In 1916 they came to Marion County to reside. They owned and operated a farm north of Columbia until Mr. Robertson's retirement in 1932 at which time they moved to Columbia. Since his death ten years ago Mrs. Robertson had resided with children, making her home for the major portion of the past six years with Mrs.

Bourne at Goss. Two children, an infant daughter and a son, preceded their mother in death. Mrs. Robertson united with the Baptist faith as a young girl in Covington county, bringing her membership to the First Baptist Church here where she was a member at her death. Survivors are four daughters, Mrs.

Lula Trigg of Baton1 Rouge, Mrs. Hollis Bourne of Goss, Mrs. P. O. Robertson of Columbia and Mrs.

Sam Singletary of Detroit, six sons, John B. Robertson, Harmon Robertson and Ratliff Robertson, all of Columbia. H. R. Robertson of Mobile, Zeno Robertson- of Houston.

Texas and J. L. Robertson of Laurel; two sisters, Mrs. O. R.

Kelly of Clinton and Mrs. Susie Williams of Columbia; two brothers, T. J. Ramshur of Columbia and John Ramshur of Silver Creek; thirty-six grandchildren and twenty -three great-grandchildren. Grade school children are too young to take part in night-time athletic events, despite the fact "papa" enjoys watching them.

F. Robertson, 78,, were held, at three o'clock Thursday afternoon from the First Baptist Church. Officiating in the rites was Dr. Mark Low-ry, pastor of the "Cedar Grove Baptist Church, assisted by the Rev. N.

U. Boone, pastor of the First Methodist Church, and the Rev. Robert Jones, pastor of New Hope Baptist Church near MonticellO. Interment was at the side of her late husband in Columbia cemetery under direction Of Colonial Funeral Home. Active pallbearers, all grandsons of the deceased, were Sedgie Rob-ertsonj Howard Robertson, Frank Robertson, Ned Robertson, Harold Robertson and Stanley Trigg.

Honorary pallbearers, also grandsons, were W. Robertson, Milton Bourne, Frank Bourne, Scott Robertson, Norvel Rae Robertson, Wilson Robertson and Jesse Robertson. Mrs. Robertson died at 1:20 P.M. Wednesday, November 3, at the Marion County General Hospital where she had been a patient for two days after suffering a stroke at the home of her daughter, Mrs.

Hollis Bourne, at Goss. She had been in ill health for several years.
